Texas Courts of Appeals


The fourteen Courts of Appeals have intermediate appellate jurisdiction in both civil and criminal cases appealed from district or county courts. Each Court of Appeals has jurisdiction in a specific geographical region of the State. Each Court is presided over by a chief justice and has at least two other justices. The specific number of justices on each Court is set by statute and ranges from three to thirteen.

Presently there are eighty justices authorized for these Courts. Appeals in the Courts of Appeals are usually heard by a panel of three justices, unless in a particular case an en banc hearing is ordered, in which instance all the justices of that Court hear and consider the case.

First Court of Appeals is located in Houston, TX and consists of nine Justices hearing cases from thirteen counties. These counties consist of Austin, Brazoria, Burleson, Chambers, Colorado, Fort Bend, Galveston, Grimes, Harris, Trinity, Walker, Waller, and Washington.

Second Court of Appeals is located in Fort Worth, TX and consists of seven Justices hearing cases from twelve counties. These counties consist of Archer, Clay, Cooke, Denton, Hood, Jack, Montague, Parker, Tarrant, Wichita, Wise, and Young.

Third Court of Appeals is located in Austin, TX and consists of six Justices hearing cases from twenty-four counties. These counties consist of Bastrop, Bell, Blanco, Burnet, Caldwell, Coke, Comal, Concho, Fayette, Hays, Irion, Lampasas, Lee, Llano, McCulloch, Miliam, Mills, Runnels, San Saba, Schleicher, Sterling, Tom Green, Travis, and Williamson.

Fourth Court of Appeals is located in San Antonio, TX and consists of seven Justices hearing cases from thirty-two counties. These counties consist of Atascosa, Bandera, Bexar, Brooks, Dimmit, Duval, Edwards, Frio, Gillespie, Guadalupe, Jim Hogg, Jim Wells, Karnes, Kendall, Kerr, Kimble, Kinney, La Salle, Mason, Maverick, McMullen, Medina, Menard, Real, Starr, Sutton, Uvalde, Val Verde, Webb, Wilson, Zapata, and Zavala.

Sixth Court of Appeals is located in Texarkana, TX and consists of three Justices hearing cases from nineteen counties. These counties consist of Bowie, Camp, Cass, Delta, Fannin, Franklin, Gregg, Harrison, Hopkins, Hunt, Lamar, Marion, Morris, Panola, Red River, Rusk, Titus, Upshur, and Wood.

Seventh Court of Appeals is located in Amarillo, TX and consists of one Chief Justice and three Justices hearing cases from fourty-six counties. Eighth Court of Appeals is located in El Paso, TX and consists of four Justices hearing cases from twenty-two counties. These counties consist of Baylor, Borden, Brown, Callahan, Coleman, Comanche, Dawson, Eastland, Ector, Erath, Fisher, Gaines, Glasscock, Haskell, Howard, Jones, Knox, martin, Midland, Mitchell, Nolan, Palo Pinto, Scurry, Shackelford, Stephens, Stonewall, Taylor, and Throckmorton.

Twelfth Court of Appeals is located in Eastland, TX and consists of three Justices hearing cases from eighteen counties. These counties consist of Anderson, Cherokee, Gregg, Henderson, Hopkins, Houston, Kaufman, Nacogdoches, Panola, Rains, Rusk, Sabine, San Augustine, Shelby, Smith, Upshur, Van Zandt, and Wood.

Thirteenth Court of Appeals is located in Corpus Christi, TX and consists of six Justices hearing cases from twenty counties.
