The Honorable David Peeples
Judge David Peeples has been the Presiding Judge of the Fourth Administrative Judicial Region of Texas since 1996. He has served as judge of the 285th District Court (1981-1988), justice on the Fourth Court of Appeals in San Antonio (1988-1994), and judge of the 224th District Court (1995-2004). In September 2004 he stepped down from the active bench, and he now sits by assignment as a senior judge.
Judge David Peeples attended Austin College and the University of Texas School of Law, where he was a Note and Comment Editor on the Texas Law Review. He has served since 1993 on the Texas Supreme Court Advisory Committee, and served two terms as a Texas Commissioner to the National Conference of Commissioners on the Uniform State Laws. He chairs the Multi-District Litigation panel of Texas and also teaches civil procedure and torts at St. Mary’s University School of Law. He and his wife Emily are the parents of three adult children.

Barbara Nellermoe was elected to the bench in November 2002 to a four-year term effective January 1, 2003. She previously served as corporate counsel for Clear Channel Communications, focusing on employment matters, as an administrator at the law school, as staff attorney to Chief Justice Alma L. Lopez, and as law clerk to three federal district court judges. He obtained his undergraduate degree from Brigham Young University and his law degree from St. Mary’s University School of Law in 1987. Before being appointed to the bench he served in numerous sections (appeals, juvenile, general felony) in the Bexar County District Attorney’s Office as an intern and prosecutor and is Board Certified in Criminal Law. He was an Assistant United States Attorney from 1998 until his appointment in 1999.
Judge Richardson teaches Trial Advocacy at St. Mary’s University School of Law and has taught Criminal Procedure and Legal Research and Writing at San Antonio College. He served a two year mission for his church in Argentina and is fluent in Spanish. An avid photographer, his photographs appear in numerous publications and websites across the country.
