Duties: Mr. Roycroft is a certified peace officer and helps provide security at the 406 th District Court. Additionally, Mr. Roycroft is the lead officer on the 406 th District Court Warrant Enforcement Division. The warrant enforcement division follows up on any outstanding capias stemming from the 406 th District Court. This division is assisted primarily by members of the Webb County Sheriff's Office.

In April of 2003, County Court at Law One Judge Alvino “Ben” Morales, in
conjunction with Israel Reyna, director of Texas Rural Legal Aid (TRLA), presented this
project to the Board of Judges. A resolution was passed by all of the Judges in Webb
County and the project got underway on July 8th, 2003. Judge Morales was present to
preside over the first court case filings.

Judge Jesus Garza was born and raised in Laredo. He is a product of LISD and graduated from J.W. Nixon High School in 1977. Upon graduation he enrolled at the University of Texas and earned a Bachelor of Journalism in 1981. In 1984 he received his Doctorate of Jurisprudence from the Thurgood Marshall School of Law in Houston and was licensed to practice law in the State of Texas in 1985.
